AFRL Rome Research Site is considering whether to issue a set aside acquisition for 8(a) and/or HUBZone participation only for a new Paving & Earthwork Maintenance, Repair and Construction I.DI.Q. Pursuant to FAR 19.10, this proposed Paving I.D.I.Q. acquisition may be set aside for a small business firm certified for participation in the 8(a) and/or HUBZone Programs. This acquisition includes, but is not limited to, furnishing all labor, materials, equipment, supervision and warranties required for a Fixed-Price/Indefinite Delivery, Indefinite Quantity contract for the maintenance, repair and construction work on various pavements, drainage facilities and associated grounds located at the AFRL Rome Research Site, Rome, NY, its associated sites (within 35 miles), and the Defense Accounting and Finance Service-Rome. The work is required in support of Rome Research Site Civil Engineer (CE) activities. The jobs will include, but are not limited to, a wide variety of individual construction tasks, including paving and repairing parking lots, access roads and sidewalks, adjacent drainage requirements, landscaping, and other earthwork projects identified in the Unit Price Book (Bid Schedule). During the contract period, CE will identify construction tasks required to complete each specific job, and Operational Contracting will negotiate and issue individual delivery orders to the contractor to complete these projects. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. Individual jobs will vary in size and complexity. Guaranteed minimum over the life of the contract is the amount of the first delivery order; minimum delivery order: $2,000.00, maximum delivery order: $1,000,000.00 and the MAGNITUDE OF CONSTRUCTION is between $1,000,000.00 and $5,000,000.00. The NAICS code is 234110, and the small business standard is $27.5 million average annual revenue for the previous three years. The average annual value of Paving I.D.I.Q. delivery orders under the current Paving contract at Rome Research Site was $733,000.00. The individual orders ranged from $3,000.00 to $916,000.00. The proposed procurement is contemplated to be set-aside for certified Section 8(a) contractors having a bona fide place of business within the geographical boundary of the SBA District located in Syracuse, State of New York. Any required amendments, letters of clarification and other applicable documents will also be issued electronically. The performance period will be thirty-six months. In accordance with FAR 19.8 and 19.13, and supplements, if your firm is 8(a) and/or HUBZone certified and intends to submit an offer on this acquisition, please respond to the AFRL Small Business Specialist: AFRL/IFB, Attn: Ms. Janis Norelli, 26 Electronic Parkway, Rome, NY 13441-4514 no later than 01 March 2002. In your response, please include the following: (a) a positive statement of your intent to submit a proposal for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amount, points of contact, and telephone number(s); (c) past performance references for similar general construction work performed within the past five years, and (d) SBA letter of certification. The issuance date for this solicitation has yet to be determined, but is anticipated for late March to early April on the Federal Business Opportunities (FedBizOpps) web site. Contractors are reminded that should this acquisition become an 8(a) set aside, FAR 52.219-18 with 252.219-7010, Alternate A, Notification of Competition Limited to Eligible 8(a) Concerns apply. Pursuant to 19.804-2, FAR 52.219-18, Alternate I will apply for competition limited to 8(a) concerns within the SBA district of Syracuse in the State of New York. If this acquisition becomes a HUBZone set aside, FAR 52.219-3, Notice of Total HUBZone Set-aside will apply. All of the above must be submitted in sufficient detail for a decision to be made on an 8(a) or HUBZone set-aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as an 8(a) and/or HUBZone small business set aside or on an unrestricted basis will be posted in the FedBizOpps.
