Description
The Precision Strike Systems Program Office, Air Armament Center, Eglin AFB Florida is interested in information relating to the following requirements for a potential SDD program: 1) A low cost, expendable, air launched vehicle that can replicate the radar signature and operational flight profile of a fighter, bomber or attack aircraft with sufficient fidelity to deceive, decoy or saturate a threat IADS. 2) The vehicle should be able to fly for an operationally significant amount of time at operationally significant speeds and altitudes. If a GPS navigation solution is involved, the vehicle must be compatible with current DOD directives for GPS navigation. 3) The vehicle is intended to be able to be carried and launched from standard Air Force weapon racks without any unique support equipment or adapters and with no modification or in the worst case, a minimum amount of modification to the aircraft side of the interface. 4) The vehicle should operate during normal weather conditions where air operations may be conducted and should operate after storage as a ?wooden round? in an approved container for up to 15 years with no routine maintenance required. 5) Mission planning and mission loading into the air vehicle will be conducted using air vehicle unique software tools on existing Air Force planning systems. 6) Consideration should be given to modification of current stores approved for flight as well as use of well-established interface protocols such as the modern ?J-weapon? interface. The proposed solution should allow for the spiral development of different variants such as an electronic combat version. Information is also desired relating to the maturity and near term availability of the subsystems needed for this type of vehicle, such as RF Signature Augmentation Systems, low cost air start turbine engines, low cost avionics/autopilot/navigation packages, and any related support equipment. Responses from both prime contractors and subcontractors are desired in order to gather information on the state of the art of the industry. Development and production cost/schedule planning information is desired in order to develop the program requirements. Consideration should be given to Life Cycle Cost rather than only flyaway costs. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information (RFI) is for planning purposes only and shall not be considered as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. Although ?Proposal? and ?Offeror? are used in this RFI, your response will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government?s use of such information. The Government reserves the right to reject, in whole or part, any contractor?s input resulting from this RFI. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide may be utilized by the Air Force in developing its acquisition strategy and in its Statement of Work/Statement of Objectives and Performance Specifications. The information resulting from this RFI may be included in one or more RFPs, which will be released to industry. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. Interested firms are requested to submit information outlining their capabilities and their approach within 30 days of the date of the RFI announcement.
