- TO: Propospective Bidders on Solicitation No. ED-02-R-0005. FROM: Sharif Shakrani, Contracting Officer. SUBJECT: Cancellation of NAEP Reading Solicitation. This notice is being sent to prospective bidders on the National Assessment Governing Board solicitation number ED-02-R-0005, Development of a Recommended Framework and Specifications for the National Assessment of Educational Progress (NAEP) Reading Assessment. Due to the passage of the No Child Left Behind Act and changes in the Governing Board responsibilities for NAEP, the Board is canceling solicitation ED-02-R-0005. A revised solicitation for this contract will be issued in the near future. It will be announced on the Federal Business Opportunities website at www.FedBizOpps.gov.
