Description
This sources sought is for GSA Management, Organizational and Business Improvement Services (MOBIS) Schedule contractors that can review approximately 400 task orders and perform the following: (a) Analyze each task order to determine which can be converted to (1) Fixed-price performance-based task orders; (2) Fixed-price nonperformance-based task orders; (3) cost-type performance-based task orders; (4) cost-type level of effort task orders. (b) Determine the mission risk and level of effort for each group. (c) Write a new Statement of Work (SOW). PURPOSE: The National Data Buoy Center (NDBC)is located at the John C. Stennis Space Center (SSC), Mississippi. NDBC is a Nationa1 Weather Service (NWS) Center, in the National Oceanic and Atmospheric Administration (NOAA), which is an agency under the Department of Commerce (DOC). NDBC currently utilizes a cost-plus-award-fee contract with all options scheduled to end on June 30, 2005. Although satisfied with the present cost-plus-award-fee contracting operation NDBC is seeking unique and innovative ways of conducting future operations. MISSION: Uninterrupted delivery of high quality, real-time environmental data to the operational elements of the NWS for weather forecasting and warning is imperative and NDBC's top priority. NDBC mission objectives are: (a) operate networks of environmental monitoring platforms in the deep ocean and coastal regions that provide accurate and reliable data for the NWS and other users; (b) provide ocean engineering operations supporting the NOAA measurement programs; (c) serve as a center for environmental data buoy and associated automated meteorological monitoring system technology by conducting test and evaluation of new, automated marine monitoring systems; (d) support non-NOAA environmental monitoring applications for those situations where NOAA deems it to be in their best interests; and (e) provide systems engineering for the evaluation of developmental automated observing systems. SCOPE: For continuity purposes NDBC desires to hire one contractor with various disciplines (across multiple schedules if necessary). The selected GSA Schedule Contractor shall have multi-disciplines available to them.
