Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Preiser Scientific, of St. Albans, WV, for acquisition of one (1) Rubotherm Thermogravimetric System for automatic recording of weight with time.*****Sole source determination is based on the following: (a) The Rubotherm system is the only available system with the ability to measure mass vs. time in a high-vacuum environment, as well as atmospheric pressure. This is a critical feature for performing freeze-drying studies and measuring the nature and quantity of off-gases, and is required for work being done at NIST's Analytical Chemistry Division; and (b) Preiser Scientific is the only distributor for the Rubotherm Thermogravimetric System in NIST's geographic area.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within six (6) months or less from receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 421490, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by February 28, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
