- Description
- NASA/GSFC plans to issue a IFB/ Request for Offers for Revitalization of Communication Ductbank, Phase 2. The scope of work for this project shall include, but is not limited to: Providing a multi-tube, concrete encased ductbank system and associated manholes and cable tray system and associated architectural, mechanical and electrical work. The Basic Requirement shall be the total price for work as shown on the specifications and drawings, except that work that is identified as Option Items. The resulting contract will include six Option items which may or may not be ordered. The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor's plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications The order of magnitude for the procurement is $500,000.00 to $1,000,000.00 and the effort shall be completed within 235 calendar days after notice to proceed. The total requirement including Option Items shall be completed within 365 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The NAICS Code and small business size standard for this procurement are 235710 and $11,500,000.00, respectively. The anticipated release date of the IFB/RFO is on or about March 1, 2002 with an anticipated offer closing date of on or about April 8, 2002. The firm date for receipt of bids or offers will be stated in the IFB/RFO. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $75.00. Requests are to be forwarded to: NASA/GSFC, Ray A. Stevens, Code 218, Wallops Flight Facility, Wallops Island, VA 23337. Payment must be made in the form of a certified check, company check, or money order, made payable to "NASA", which must accompany the request. No personal checks or cash will be accepted. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. Collect calls not accepted. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFC Business Opportunities page is http://nais.msfc.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin=51 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Hard copies of specifications and drawings may be obtained from the from Ray A. Stevens, Code 218, Wallops Flight Facility, Wallops Island, VA 23337; however, the closing date for the hard copy received shall be the same as the solicitation, inclusive of any amendments, released on the Internet.
