- NA Design and construct a Tactical Equipment Shop (approximately 55,343 square feet) to include vehicle maintenance shops, scheduled maintenance bays, storage areas, and hardstand. Install an intrusion detection system. Supporting facilities includes utilit ies; electric service, fire protection and alarm system, paving, walks, curbs and gutters, security fencing with clear zone and gates, security lighting, traffic signal, parking and access drives, storm drainage, information systems, and site improvements. Heating will be provided by infrared unit heaters in maintenance bays, and self-contained gas-fired units. Air conditioning (15 tons) will be provided by self-contained units for the administration and special environmental areas. Special foundations are required by expansive soils found at Fort Hood. Anti-Terrorism/Force Protection measures, including laminated glass, harding the doors and traffic control barriers. This solicitation will be evaluated under a one-step (phase) procurement process. P rocurement consideration (listed in descending order of importance) will be given to the Project Organization and Personnel; Experience; Past Performance; Financial Capacity; Preliminary Design, Preliminary Project Schedule; Cost/Price Proposal and Subcont racting Plan. This project will be advertised UNRESTRICTED. Proposals from Large Business firms must comply with FAR Clause 52.219-9 regarding the requirement for specified percentages of the contractor?s total planned subcontract amount to be placed wit h the following: Small Business 61.4%, Small Disadvantaged Business 9.1%, Women-Owned Small Business 5.0%, American Veteran-Owned Small Business (including Service-Disabled Veteran-Owned Small Business) 3.0%, Historically Black Colleges and Universities/M inority Institutions 2.0%, and HUBZone Small Business 2.0%. SIC Code 1531 (NAICS 233320). Small Business Size Standard is $27.5 Million. Estimated issue date is 11 Mar 02. Estimated proposal due date is 09 May 02. Estimated duration of the contract is 500 calendar days. Estimated Construction Cost Range is between $10,000,000 & $25,000,000. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specs will not be provided in a paper hard co py format. Notification of amendments shall be made through 3.5? diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation.
