Description
The continue operation of the Gulfport Job Corps Center. Job Corps is a National residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth ages 16-24 years throughout the United States. It is anticipated that the resultant contract will be a Cost-Plus Fixed Fee contract. The contract will have a two (2) year base period November 1, 2002 through October 31, 2004, plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available on our Job Corps Acquisition page located on the World Wide Web at: http://wdsc.doleta.gov/jobcorps/schedule.html on or about February 13, 2002. The average capacity strength for the center 280 students of which 150 are residential male and 70 residential female and 60 are non-residential. The contractor shall provide Outreach and Admission (OA) services to ensure the arrival of 280 students into the Job Corps program annually. The contractor shall perform Post-Center Career Transition Services annually for 132 center graduates and 79 former enrollees. A Pre-Proposal Conference and Site Visit is scheduled for Friday, February 22, 2002 at 10:00 a.m. local time at the Gulfport Job Corps Center. It is recommended that all potential offerors download the RFP from our World Wide Web site cited above prior to attending the Pre-proposal conference and site visit. All questions prior to and at the pre-proposal conference shall be submitted in writing. The Gulfport Job Corps Center is located at 3300 20th Street, Gulfport, MS 39501 (228) 864-9691. The successful contractor shall provide Academic and Vocational Training, Outreach and Admission services, Career Development Services, Career Preparation, Career Transition Services, Operate Counseling and Residential Living Program, and provide the following support services: Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall provide overall Center Management and Administration as follows: Contract and Personnel Administration, Staff training, Financial Management, Procurement and Property management, Facility Operations and Maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than Thursday, April 11, 2002 at 2:00 p.m. local time to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the Agency.
