Description
Consulting E-commerce training Croatia and Bosnia-Herzegovina. The U.S. Department of Commerce intends to negotiate a contract on an Other than Full and Open competition basis with Thomas Austin. This sole source requirement is based on Mr. Austin's extensive specialized knowledge and international experience with E-commerce in developing countries. This acquisition is within the Simplified Acquisition Threshold of $100,000 for labor costs, exclusive of travel expenses. This notice of intent is not a request for competitive proposals. However, all written responses received within 10 days of the publishing of this synopsis will be considered, providing there is sufficient technical and pricing information to permit an evaluation of the personnel to satisfy the requirements of the agency. Interested vendors have 10 days from the publication date of this notice to submit their qualification/capabilities in the areas mentioned above. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Response received after the 10 days or without the required information will be considered not responsive to the synopsis and will not be considered. Oral communication are not acceptable in response to this notice. If no affirmative responses are received within 10 days of the publication of this notice, the Contracting Officer will proceed with the award to Mr. Austin. Statements of capabilities and pricing should be sent by E-mail to the contracting Officer, Mr. Frank Krempa using the address: fkrempa@doc.gov . This acquisition is for advanced, comprehensive technical consultation by one (1) contractor to the Governments of Croatia and Bosnia-Herzegovina on electronic commerce and Internet development policy and technology. The Contractor will provide technical assistance to the Governments of Croatia and Bosnia-Herzegovina on behalf of the U.S. Department of Commerce (acting through the Commercial Law Development Program {CLDP}). This contract is for up to fourteen days of work. No medical benefit, leave or other benefits, leave or other benefits will be provided. As used below, the term Contractor applies to and describes the Contractor in his/her individual capacity. The location of the meetings and are Zagreb, Croatia, and Sarejevo, Bosnia-Herzergovina. The dates for meetings in Croatia are February 28, March 1 and March 4. The contractor will prepare for the seminar of March 5 and the seminar will be held on March 6. The dates for meetings in Bosnia-Herzegovina are March 8, 11, and 12. The Contractor will prepare for the seminar on March 12 and the seminar will be held on March 13. Projected travel dates are February 26-27 (from the US to Zagreb), March 7 (from Zagreb to Sarajevo), and March 14 (from Sarajevo to the US).
