Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). DESCRIPTION: QUANTITY: 1 EACH - DESIGN, DEVELOP AND DELIVER TRAINING SESSIONS TO MANAGERS AND EMPLOYEES IN THE AREAS OF PERFORMANCE MANAGEMENT, CONDUCT AND DISCIPLINE, CAREER DEVELOPMENT AND DEVELOPING PERFORMANCE PLANS AND MANAGING DIVERSE TEAMS TO ENHANCE TEAMBUILDING AND TRUST. STATEMENT OF WORK: I. SCOPE OF WORK This is a contract for an organizational development intervention project for an intact work group at NASA Glenn Research Center. The tasks under this contract are to design, develop, and deliver training sessions to managers and employees within an organizational unit and to provide teambuilding and/or consulting services to managers and employees (non supervisory employees) during the training sessions conducted and/or as a follow-on to the training sessions conducted by the contractor. The contractor may need to meet in person or over the telephone with GRC employees (division chief, training specialist, etc.) to discuss or review course materials and/or designs to customize training material to meet Federal and/or Glenn Research Center Regulations and/or needs for this organizational unit. The contractor shall submit an intervention training plan to the government for review and mutual agreement on the training plan prior to any work the contractor shall perform with supervisors and employees. The proposed program should be completed by May 31, 2002, and proposed costs should not exceed $58,000.00. II. TEAM BACKGROUND The Manufacturing Engineering Division (MED) at the NASA Glenn Research Center works with scientists and engineers to develop innovative manufacturing approaches for prototype research and test articles in support of the Center?s research and technology programs. The current Manufacturing Engineering Division is organized into four branches with a total Civil Service workforce of 100 civil servants. Of the current workforce 8 percent are African American males, 9 percent are females, with the remaining 83 percent being white males. The past culture of the Division was a white male dominated organization made up primarily of war veterans. At its highest peak of civil servants, the Division consisted of 259 civil servants. African American males and women broke into the workforce during the late 1970?s. The culture at then Lewis Research Centers was also white dominated with a ?Good Ole Boy? type mentality loaded with a plethora of ?isms?. This culture, although not as profound, is still in existence. Some of the objective outcome of this training is to circumvent the ?isms? that still exist in the Division. III. TRAINING AND/OR INTERVENTION GOALS The training for managers is to focus on the following areas: Performance management; 2) conduct and discipline; 3) developing performance plans with non-supervisory employees; and 4) managing diverse teams to enhance teambuilding and trust. The training for employees (non-supervisory employees) is to focus on: 1) performance management; 2) conduct and discipline; 3) career development and performance planning; and 4) working in a diverse team with a high-level of trust. The following outcomes for management training for completion of work under this contract are: -To understand what performance management is -To implement a valid performance management system -To develop valid performance plans -To assist employees to increase their performance from acceptable to exceeds expectations -To understand their responsibilities for conduct and discipline -To identify and address conduct issues and problems -To facilitate teambuilding in a diverse culture -To facilitate building trust among employees and with management in the division The following outcomes for employees (non-supervisory training) for completion of work under this contract are: -To understand their responsibilities based on their position descriptions -To understand their rights and responsibilities for appropriate conduct in the workplace -To understand their responsibility and involvement in their own career development -To work more effectively with diverse co-workers -To identify their own attitudes and values and become aware of how these impact on one?s behavior in the workplace -To develop an awareness and respect for the diverse workforce (race, gender, age, education, experience, status, etc.) IV. PARTICIPANTS AND COURSE DATES The estimated number of supervisory and managerial employees attending the training is 110. Specific dates have not been scheduled; however, the courses should be offered in the March 2002 through May 2002 timeframe. The vendor?s availability and mutually agreeable dates to schedule the session by GRC?s Organization Development and Training Office and the Manufacturing Engineering Division can determine the dates. V. MATERIALS, FACILITIES & EQUIPMENT The contractor shall provide all materials required to conduct the training and/or facilitation of sessions with employees of this organization. Materials include handouts, exercises, instruments, software programs, books, etc. The contractor shall provide copies of all materials for review to the Organization Development and Training Office and the division chief, where this work is to be performed, prior to any session or training conducted with employees of this organization in accordance with the center?s operating procedure (Material Waiver Agreement?See PART VII included with this Statement Of Work) for review and mutual agreement of materials to be used by the contractor. The government shall provide the meeting room/classroom and equipment (i.e., projector, easels, lap top) needed for the contractor to conduct the training sessions. VI. PROPOSAL REQUIREMENTS Proposals are limited to no more than 20 pages (a page is 8.5 inches by 11 inches). Any supporting materials included with the proposal in excess of the 20-page limit will not be used in the scoring of proposals. Proposals shall include the consultant(s) professional skills, experience, and background, their intervention approach and method(s), sample of training material, consultant?s availability, and all costs associated with this contract. Travel costs should be broken down and included in the proposal. Proposals will be scored using the following criteria: 40% Intervention Approach The proposal should describe the proposed approach to meet the objectives and goals for this intervention. This information will be evaluated to determine that the consultant(s) have a high level of understanding of organization development and training as a planned effort to increase organizational effectiveness through the training sessions and/or planned interventions using behavioral science and adult learning principles, knowledge, and methods. 40% Professional Skills and Experience The proposal should identify the related work experiences, skills, and abilities of the consultant(s) who will be performing the work under this contract. This information will be evaluated to determine that an expert level of skills exist, as required for this intervention under this contract. 10% Materials A sample of the training material to be used by the consultant to achieve training objectives and/or goals. The sample material is included as part of the 20-page proposal limit. 10% Schedule/Cost The consultant?s availability to begin work under this contract is during the timeframe of late March 2002 to May 31, 2002. All categories of cost must be identified and included in the proposal. This information will be evaluated for reasonableness and realism. VII. MATERIAL WAIVER AGREEMENT (NOTICE TO OUR VENDORS): PRIOR TO OR AT THE START OF THE SCHEDULED COURSE, PLEASE SUBMIT YOUR INVOICE FOR PAYMENT. RESPONSIBILITY FOR COURSE MATERIALS: THE VENDOR AGREES, AS A MATERIAL TERM OF THIS CONTRACT, THAT IN PRESENTING THIS COURSE, NO MATERIALS (INCLUDING, WITHOUT LIMITATION, BOOKS, TAPES, HANDOUTS, EXERCISES, AND VUGRAPHS) WILL BE EXHIBITED OR DISTRIBUTED THAT DEMEAN, OR DEGRADE ANY PERSON OR GROUP OF PERSONS OR THAT MIGHT BE CONSTRUED AS UNSUITABLE FOR USE IN A MULTICULTURAL WORK ENVIRONMENT. IN ORDER TO ASSURE A CLEAR UNDERSTANDING OF ITS RESPONSIBILITIES UNDER THIS CLAUSE, AS WELL AS TO MAXIMIZE THE RESPONSIVENESS OF THE COURSE TO THE CENTER'S NEEDS, THE VENDOR AGREES THAT THAT PRESENTER WILL DISCUSS THE COURSE CONTENT WITH A CONTACT PERSON DESIGNATED BY THE GRC ORGANIZATION DEVELOPMENT AND TRAINING OFFICE, PRIOR TO THE INITIAL PRESENTATION OF THE COURSE AND PRIOR TO THE INITIAL INTRODUCTION OF ANY SIGNIFICANTLY DIFFERENT COURSE MATERIALS IN ANY SUBSEQUENT PRESENTATION OF THE COURSE. THE VENDOR ALSO AGREES TO PROVIDE THEIR GRC CONTACT PERSON A SAMPLE OF THE MATERIALS TO BE USED IN THE COURSE/CLASS FOR REVIEW AT LEAST 3 WEEKS PRIOR TO THE CLASS. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 8299 and 61143, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center is required within the Statement of Work Requirements as Noted above. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by the close of business on February 20, 2002, and may be or faxed to NASA Glenn Research Center, ATTN: DEBBIE VOLAN, FAX: (216) 433-2480 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
