Description
The Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA, intends to negotiate a fixed-price contract with TRW Tactical Systems Division, Carson, CA for procurement of fourteen (14) Low Rate Initial Production (LRIP) systems of the M1113 High Mobility Multipurpose Wheeled Vehicle (HMMWV) variant of the Joint Service Light Nuclear, Biological, and Chemical Reconnaissance System (JSLNBCRS). TRW has been chosen as the source for this procurement because of its extensive experience with JSLNBCRS development, the need for First Article Testing (FAT) prior to commencement of production, and the desire to mitigate performance as well as schedule risk. JSLNBCRS is a joint Marine Corps, Army, and Air Force NBC surveillance and contamination avoidance program currently in phase B development that will undergo Initial Operational Test and Evaluation (IOT&E) utilizing these systems prior to receiving a Milestone C decision. JSLNBCRS consists of a base vehicle (BV), an NBC equipment suite, and a command and control suite composed of system unique items developed and fabricated by the system developer (TRW) as well as Government Furnished Material (GFM). JSLNBCRS will provide timely warning of NBC hazards and Toxic Industrial Chemicals (TIC) on the integrated battlefield as well as give information reports to commanders. TRW is the phase B system developer. A System Performance Specification (SPS) for the JSLNBCRS currently exists, however a complete, approved drawing package for the HMMWV variant is not expected to be available until July 2002. Delivery of fourteen (14) systems by 13 OCT 2003 will be made F.O.B. Origin for further testing at Dugway and Yuma Proving Grounds. The period of contract performance will be approximately eleven (11) months from date of award. No solicitation document currently exists. Numbered note 22 applies.
