Description
USDA, Food Safety and Inspection Service, plans to issue a Request for Proposal (RFP FSIS-11-B-02) for services to provide Consumer Safety Officer (CSO) Training. The CSO's will support in-plant inspection personnel in verifying HACCP system adequacy; facility industry innovation; outbreak prevention and containment; apply risk analysis; improve compliance through effective communication with industry; and address unique problems that require a comprehensive, interdisciplinary approach. This procurement is being conducted as a Commercial Item acquisition under FAR Part 12. The contractor will be responsible for a training curriculum, faculty to present the curriculum, coordination with FSIS for an integrated training package, provide facilities for training the students, and provide lodging for the students. It is anticipated that two classes will be offered each year and each class will last four weeks. Approximately half of the class time instruction will be developed and presented by FSIS. The other half will be the responsibility of the contractor. Contractor must be able to offer 30 college credit hours of instruction. The curriculum shall contain courses in the following: Food Microbiology; Design of HACCP and SSOP's; Epidemiological Investigative Techniques; Auditing; Finding and Applying Scientific Information; Statistics; Collecting/Handling Evidence; Behavioral Analysis; Public Speaking; Computer Applications; Report Writing; Listening Skills; Dealing with Difficult People; Ethics, Integrity and Professionalism; and Cultural Diversity. Offerors are required to submit a technical and price proposal for evaluation by the Government. It is an anticipated that a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract will be added. The period of performance will be for a 12 month base period plus four additional 12 month option periods. Award will be made to the offeror who submits the proposal considered most advantageous to the Government considering price and technical evaluation factors. The award will contain provisions for issuance of firm fixed price task orders. All qualified responsible sources may submit an offer which shall be considered by the agency. The offers must conform to the RFP instructions and be received by the closing date specified in the RFP. The anticipated release date of the RFP is on or about February 22, 2002, with an anticipated offer due date of on or about March 22, 2002. The firm date for receipt of offers will be stated in the RFP. Any questions concerning the RFP are to be submitted in writing not later than March 8, 2002. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any).
