Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal. It is the Government's intention to issue this solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. Any resultant contract will have a performance period that includes a base year with four option years. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement that consists of the submission of price and technical proposals. The proposed contract is 100% set aside for small business.
