- NA This is an intent to award a sole source contract under the authority of FAR 6.302 with Cumberland County Board of Education to provide Full Educational Services for Exceptional Children (Handicapped) in Grades K through 9 who reside within the boundaries of Fort Bragg and Pope Air Force Base, North Carolina. The period of the contract is to begin August 2002 for three years (3) and two option years, not to exceed 5 years. Services must be in accordance with all Federal and State regulations. The followin g types of handicapped conditions may be encountered: hearing impaired, vision impaired, behaviorally/emotionally handicapped, trainable mentally handicapped, severely profoundly handicapped, autistically handicapped, and orthopedically handicapped. Other conditions may be encountered. The number of students will vary. The contractor must provide all resources necessary including but not limited to: facilities, instructors, instructors aids, testing service, development of individual education plans, spe cialty equipment, and re-evaluation of student educational plans. This notice of intent is not a request for competitive proposals. This is a notice of intent to place a Basic Ordering Agreement with the Cumberland County School System, Fayetteville, Nor th Carolina. Response to this notice will be used to determine whether bona fide competition exists and whether a formal solicitation is appropriate. Written responses, which include prices and sufficient technical data to determine capability to meet th e requirement, must be received in this office within fifteen (15) calendar days after publication of this notice. If no affirmative written responses are received within this time to determine that comparable sources more advantageous to the Government ar e available, an order will be placed with the Cumberland County School System, Fayetteville, North Carolina. A request for a solicitation will not be considered an affirmative response. A determination by the Government not to compete this proposed contra ct based on this notice is solely within the discretion of the Government.
