Description
This is a notice of intent to acquire electrical distribution service and to privatize the electrical distribution system at Ft. Detrick, Maryland on an other than full and open competition basis. In accordance with 10 U.S.C. 2688 and FAR 41, the Government intends to transfer the Government owned electrical distribution system at Fort Detrick, MD and award a Utility Service Contract for the provision of electrical distribution service at Ft. Detrick, MD to Allegheny Power. Privatization will transfer to the private sector the responsibility for the ownership, operation, maintenance, and repair of the Government-owned utility system. The Ft. Detrick electrical distribution system consists of approximately 28.2 circuit-miles of overhead primary distribution lines and approximately two circuit-miles of underground primary distribution lines. It includes 329 pad and pole-mounted transformers, and approximately 277 primary/secondary electric meters. Additionally, it includes 100 poles rated for 34.5 kV, 668 poles rated for 4.16 kV and 200 poles for secondary service. The system has seven distribution substations with capacitors and breakers and the substations range in size from 7,500 to 15,000 kVA. The Defense Energy Support Center justification for the use of Other than Full and Open Competition is in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In response to Sources Sought Notices published by the Defense Energy Support Center in the Commerce Business Daily on July 21, 2000 and August 3, 2001, only one responsible source, Allegheny Power, a regulated public utility, expressed an interest in the provision of electrical distribution service and the ownership, operation and maintenance of the Ft. Detrick electrical distribution system. Based on the above, the government has determined that Allegheny Power is the only responsible source for the subject requirements and that no other supplies or services will satisfy these requirements. Accordingly, to satisfy its electrical distribution requirement at Fort Detrick, the Government intends to enter into a regulated utility service contract subject to the jurisdiction of a regulatory body under FAR Part 41.
