Description
The Stennis Space Center Procurement Office intends to issue a sole source, firm fixed price contract to Space Computer Corp. to develop a software package to perform geometric correction and geo-location on the data produced by Pacific Island Technologies (PITec), Coastal Research Imaging Spectrometer (CRIS). In order to geo-locate and geometrically correct the CRIS data, an inertial monitoring unit (IMU) and global positioning receiver (GPS) must be synchronized with the CRIS data. Any potiential contractor must posses the expertise to apply the geometric correction to the CRIS data. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on February 8, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
