Description
Indefinite Delivery, Indefinite Quantity (IDIQ) Contract is contemplated for IRS offices on a nationwide basis. Tentative minimum guarantee (with IDIQ contract award), subject to availability of funds, is one Task Order for the Western United States, including Alaska and Hawaii. Thereafter, individual task orders, with estimated, not to exceed price ceilings for the established fixed-price rates, may be placed by IRS procurement offices, for any combination of IRS offices in the 50 states, for variable quantities and types of media, subject to availability of funds. IRS points of contacts will be designated in each Task Order. No guarantees are made. Nationwide historical data is not available to establish minimum and maximum ranges for each performance period. Base period of performance: from approximately March 1, 2002, to September 30, 2002, subject to availability of funds. Option One, from October 1, 2002, to September 30, 2003, subject to availability of funds. Option Two, from October 1, 2003, to September 30, 2004, subject to availability of funds. The contractor shall furnish all nonpersonal professional supervision, management, labor, personnel, locking vehicles, equipment, supplies, services, materials, storage facilities; and travel and transportation, to furnish media storage facilities with proper storage conditions meeting commercial item standards and meeting Internal Revenue Provision 2.1.10.6.8.2.2, Site Specifications for Information Systems Security, for any combination of Government-furnished (IRS) computer data cartridges/tapes, backup computer data cartridges/tapes, magnetic media, and minicomputer tapes. The contractor's uniformed courier personnel shall be currently licensed and bonded. The contractor shall maintain adequate insurance in the amount per occurrence as recommended by IRS, General Legal Services, in the event that the IRS tapes are not properly handled, serviced, safeguarded or stored by the contractor. Security, safeguards, nondisclosure, liability and Government property clauses, FAR clauses and provisions, agency terms and conditions, etc., apply. Pre-award IRS Disclosure Office clearances of contractor's operations and facilities are required. Typical contractor duties: monthly or periodic pickup, transport, delivery and storage of monthly or periodically archived tapes or backup tapes, etc., from each IRS office in media storage facilities; retain the tapes or backup tapes, etc., for permanent archiving, not to be returned unless specifically requested by the Government; each IRS office will provide a signature card to the contractor, designating authorized contractor's staff who shall receive the tapes or backup tapes, etc., deliveries/pick-ups; signatures are required on Manifest Forms with a copy thereof, detailing tape date(s) and barcode-ids, to be furnished to the designated IRS point of contact for each IRS office for the Government's retention; estimated pick-ups will be made the last Friday of each month, between 9:00 a.m. and 3:00 p.m., local time; if the last Friday is a holiday, then pick-ups will be conducted the next business day; on-call, unscheduled prompt return deliveries of stored media--24 hours prior notice availability, for emergencies or for other special deliveries or special requests or periodic rotation requests of the Government. Approximately 30 days prior to the end of each performance period, the Government will issue written instructions to the contractor concerning the continued media storage or the nature of the disposition or return or rotation of the stored tapes, subject to availability of funds (unless such types of services are provided at no additional, separate, costs to the Government). The IRS reserves the right to send its officers and employees into the offices, plants and facilities of the contractor for inspections of the services provided during contract performance. On the basis of such inspections, the Government may require specific measures and remedies, in such cases where the contractor is found to be noncompliant with safeguards, nondisclosure or other terms and conditions of the contract.
