Description
NA This notice replaces the notice posted on January 22, 2002. This requirement is changed from Non-Competitive to Competitive as stated below. The due date for proposals is extended to January 31, 2002 12:00pm EST. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-02-Q-80030 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-03. The NAICS Code is 541519 and the Small Business size stan dard is $18.0M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order and to solicit and negotiate on a competitive basis for the purchase of the following line item: CLIN 0001, Vality Integrity software Version #3.11, (Quantity: 1). The item cited is brand name only ? an equal will not be accepted. Inspection and acceptance shall be made at destination. Delivery of the item listed above shall be FOB Destination within 30 days to the following address: US DOT/Volpe Center, Attn: Charles Pandil, DTS-23, 125 Munroe Street, Receiving Dock, Cambridge, MA 02142. The Contractor shall extend to the Government full coverage of any standard commercia l warranty normally offered in a similar commercial sale. In the event of a conflict the terms and conditions of the purchase order shall take precedence over the warranty. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (AUG 1998) is hereby incorporated by reference: Award will made to the offeror whose offer is considered to be the best value to the Government considering price. FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 1999) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms a nd Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 1999), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 7, 8, 9, 11, 12, 13, 14, 16, 17, 22, 23. This notice of intent is not request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Small business firms that are interested in submitting a proposal must certify that they can provide the software listed above. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, DTS-852, 55 Broadway, Building 4, Room 243, Kendall Square, Cambridge, MA 02142 no later than 12:00 P.M. EST on January 3 1, 2002. Offers may also be sent via facsimile to (617) 494-3024. The Government will not pay for any information received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
