Description
The Postal Services is seeking sources and qualification statements from firms as detailed below. We are currently supporting, designing and developing a number of critical automated systems for mail processing, sortation, retail, vending, and forwarding processes, which require high quality and reliable software. These systems include real-time process and machine control applications, embedded software, plant-wide and multi-plant data integration systems. In addition, we are implementing software development processes to continually increase the quality of software releases, including methods and procedures to develop, test, control configuration, deploy and maintain USPS automation software. We are in need of Independent Verification and Validation (IV&V), Software Test, Software Configuration Management and Business Process Reengineering (BPR) services to support USPS Engineering's Software Process Improvement (SPI) Program. The services for IV&V include requirements verification, traceability analysis, interface analysis, deliverables validation, proposed change requests review, review and audit participation, tools, techniques and methodologies usage. Software Test services includes test plans and test reports generation, testing and validation of performance and requirements, updating existing documentation associated with test and documentation development. The Software Configuration Management/Change Management services include developing, establishing, and managing project configuration management repository and source control system, developing and implementing the configuration management and change management policies and procedures, maintaining change control records to support all software migration activities, providing reviews/audits of CM activities to maintain compliance with established procedures/policies, performing software builds and providing training and support on established CM policies, procedures, and tools. The Business Process Reengineering services required, as they relate to Software Process Reengineering, consist of process modeling, diagnosis and problem solving, process implementation and training, project tracking and development and reporting of software development lifecycle process metrics. The successful contractor will be required to have an office in the Washington, DC metro area. Tasks will be performed on-site at USPS Engineering in Merrifield, VA, other USPS facilities throughout the United States and may include contractor?s facility. We are seeking qualification statements from only those firms who can adequately demonstrate the following capabilities: (1) Perform the technical requirements stated above as they pertain to real-time process control applications and embedded systems; (2) Prove SEI Level 3 capabilities on similar projects of scope and nature; (3) Experience, both current and past performance, on contracts of similar scope and nature; (4) Financial stability as demonstrated in the company?s most recent annual financial statement; and (5) provide independent and unbiased support. This procurement is open to all vendors that are not currently involved in programs or products for the USPS that would create a conflict of interest. The potential areas of conflict to be addressed are:  Relationship of the Offeror and any subcontractor with any current Postal Service technology vendors.  Relationship of the Offeror and any subcontractor with any current Postal Service software development contractor. Only those firms who are determined to be prequalified will be considered for any resulting solicitation. Interested firms should prepare a summary of their qualifications, not to exceed twenty (20) single-sided pages, which must demonstrate that they possess the capabilities stated above. The twenty (20) pages do not include the annual report. The qualification statement must be submitted in an original and nine (9) copies, plus an original and one (1) copy of the annual report to the address above, no later than 11/19/01.
