Description
NASA intends to award a sole source contract to the American Institute of Aeronautics and Astronautics of Reston, Virginia, pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. This procurement is to provide for the registration and attendance of 400 NASA personnel and invited speakers to the joint symposium including both the 4th "Turning Goals Into Reality Conference" and the 2nd "X-Vehicles Symposium" to be held in Santa Clara, California on May 21-23, 2002. The theme for this joint symposium will be "The Future of Flight". The symposium will provide NASA participants with a comprehensive overview of accomplishments in the experimental vehicle arena, their enabling technologies, and first-hand experiences from the theoretical aspect to the cockpit, as well as panel discussions addressing such topic areas as the pioneer programs, current and future initiatives, and V/STOL vehicles. The American Institute of Aeronautics and Astronautics is currently the only vendor which offers this joint symposium which encompasses the role of NASA's Aerospace Technology Enterprises's accomplishments and the future of the aerospace industry related to their technological developments and their impact on society. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 11, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
