- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F41622-02-Q-0002, is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. The associated North American Industry Classification System (NAICS) for this procurement is 541511 and the size standard is 18 million. The Government intends to negotiate a sole source purchase order with Environmental Systems Research Institute to provide; (1) AIMS, STD ED, SRVR/CPU LICENSE, includes ArcAims Internet Deployment License for one server and first CPU and ArcIms software, (2) SDEI Class, Introduction to ARCSDE using ArcInfo at ERSI site. 2 days per seat. Instructor lead training class, (3) SDAO class. ArcSDE administration for oracle at ESRI site 5 days per seat. Instructor lead training class, (2) AIMS class. Introduction to ArcIMS at ESRI site. 3 days per seat. Instructor lead training, (2) DS-CIMS class. Customizing ArcIMS using HTML and JavaScript at ESRI site. 2 days per seat. Instructor lead training, (2) IPAO class. Introduction to Programming ArcObjects with VBA at ESRI training location. 5 days per seat, (1) Maintenance, Developer Support Group Priority Support-Primary Server License, 5 read and write connection licenses. This ids the cost of future maintenance. First year of maintenance is included with purchase of license, (1) Maintenance for ArcIMSS Standard Edition server/CPU License. (1) ASDE, SRVR, 2 PROC, Oracle ArcSDE Server with processor for Oracle (includes License for 1 server and up to 2 processors and five read and write connection licenses) (20) Licenses ASDE, RD Conn, Oracle ?ArcSDE Read only connection licenses for Oracle. The provision at FAR Part 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Offerors shall provide a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerers shall address all the requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government?s specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror?s taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: (1) technical capability of the items offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; and 52.212-4, Contract Terms and Conditions-Commercial Items, 52.232-33, Mandatory Information for Electronic funds transfer payment, and DFAR 252.204-7004, Required Central Contractor Registration. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15) and (17).
