Description
The National Oceanic and Atmospheric Administration (NOAA) is interested in informally assessing the small business capability to satisfy its requirement for architectural and engineering services. That requirement is for full, multi-discipline architectural and engineering (AE) professional services. The anticipated contract type will be a fixed price indefinite delivery order contract. Services will include architectural and engineering design, facility investigations and engineering studies, planning, construction management and inspection, submittal review, facility commissioning, project cost estimating, value engineering, and related professional services. The possibility of multiple awards is being considered to meet the requirement. The resultant contract is expected to have a 12-month base period and four, 12-month option periods. Services will be implemented through individual task orders, with a total contract amount not to exceed $9.5 million over the five-year contract life. Projects will support Department of Commerce (DOC) components nationwide. Typical projects include design of new research facilities and laboratories; new administrative, operations, support, and living facilities; renovation and redevelopment of existing facilities (including bridges, roads, utilities, pavement and site development); facilities interiors; supporting infrastructure including utilities, docks, seawater intake systems, and marine operation support facilities; coastal and coral reef restoration; remote Alaska facilities; and heating, ventilating, and air conditioning (HVAC) analyses and commissioning. Typical workload could include five or more concurrent projects valued at over $1 million each in various stages of design and execution. All work must be accomplished by or under the direct supervision of licenced professional Architects and Engineers. Many designs will require metric dimensions. A strong emphasis on "green" design and construction will be included in all projects. It will be a requirement that the selected firm and all its consultants have, as a minimum, electronic mail service. To be considered, interested firms must submit the following information: (1) Name and address of the interested firm; (2) Point of contact, to include telephone and fax numbers and email address; (3) Number of years in business; (4) Size of firm and official Small Business Administration (SBA) designation, such as small disadvantaged, 8(a), woman-owned, historically underutilized business (HUB) Zone, veteran or service-disabled veteran-owned; and (5) Current Standard Form (SF) 254 only (no SF 255 is required), with additional technical data limited to ten pages. The NAICS code is 5413, Architecture, Engineering, and related services; and the applicable size standard is $4,000,000.00. Only firms qualifying as small businesses under that standard will be evaluated under this sources sought notice. SF 254s must be submitted no later than 4:00 p.m. CST on the tenth calendar day following the publication of this notice to be considered. If the tenth day is a Saturday, Sunday, or Federal Holiday, the deadline is 4:00 p.m. CST of the next business day. Late submissions will not be evaluated and will not be considered in the agency's decision regarding market capability. Acknowledgment of the receipt of technical packages will not be made. This notice is NOT A REQUEST FOR PROPOSALS AND NO PRICING INFORMATION SHALL BE SUPPLIED. A separate notice will be made regarding any future solicitations that might be issued. This sources sought notice is requested for informational purposes to facilitate assessment of small business capability to perform the required services. Information supplied by interested parties will be retained by the government and no compensation of any sort will be given for that information.
