- Description
- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), requires a contract for Gypsy Moth DDVP Pest Dispensers. A first article sample of 100 units is required for Government testing within 10 days following the notice of contract award from the Contracting Officer. The first article sample provided and the product produced by the Contractor under any subsequent contract must come from the same production facility. This is a request for proposals (RFP) for a commercial item in accordance with FAR Subpart 12.6 and FAR 15. A firm, fixed-price, definite delivery contract is anticipated. The effective period of the contract will be from date of notice of award through September 30, 2002, with two (2) 1-year unilateral renewal options to extend the effective period of the contract and optional separately priced line items to purchase up to an additional 250 to 1000 pouches (50 dispensers per pouch) each period. A guaranteed quantity of 2,367 pouches is anticipated for each contract period. However, APHIS reserves the right to adjust the guaranteed contract during the option years based on program needs and available funding. It is anticipated that a single award will be made. However, the Government reserves the right to award to make multiple contract awards if necessary to acquire the guaranteed and optional quantities required. Interested companies responding to this synopsis will be mailed a copy of the RFP and provided an opportunity to submit a proposal for consideration for award. Award will be made to the offeror whose proposal offers the best value to the Government based on the following evaluation factors: The offeror's past performance in complying with contract delivery schedules, problems encountered on previous contracts or purchase orders, and the effectiveness of corrective actions taken, the ability to comply with current delivery requirements, and cost or price and other price related factors. References are required for evaluation purposes. For the purpose of this procurement, past performance and the ability to meet current contract delivery requirements are equally weighted and slightly more important than cost or price and other price related factors. The solicitation (RFP) will be issued on or about February 11, 2002, to prospective offerors. Offers are due to the Contracting Officer by 2:30 P.M., Central Time, Wednesday, March 12, 2002. SUBMISSION OF PROPOSALS BY FAX IS PROHIBITED. This solicitation is issued as a 100% small business set aside. NAICS Code: 325998. Size Standard: 500 Employees.
