Description
RFQ No. RFQ2-38061 Description: The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ), Request for Quotation No. RFQ2-38061. Quotes are being requested through this synopsis and a written solicitation will not be issued. The information required by FAR Subpart 12.6 is included in the on-line RFQ linked above or it may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin=. The provisions and clauses for Solicitation Number RFQ2-38061 are those in effect through FAC 01-03. The NAICS code for this procurement is 327211and small business size standard is 1,000 employees, respectively. The quoter shall state in their quotation their size status for this procurement. This procurement is a small business set-aside. See Note 1. Contract Line Unit Total Item Description Quantity Unit Price Price 0001 Schlieren *15 EA $ $ Quality Windows *NOTE: NASA plans to procure as many windows as the budget allows. The number of windows may be more or less than 15. If you can offer a lower price for a certain number of windows ordered please list that range. The purpose of this procurement is to purchase Schlieren quality windows for the Unitary 11 Foot Transonic Wind Tunnel at NASA Ames Research Center, Moffett Field, CA in accordance with the specifications and drawing no. SKPBL-09-24-01-01 dated September 26, 2001. The drawing has information that is not included in the attached on-line specifications; therefore, it is imperative that prospective offerors review the drawing prior to submitting a quote. A copy of the drawing will be mailed upon written request sent to the Contracting Officer at M/S 213-13, Nasa Ames Research Center, Moffett Field, CA 94035-1000 or by calling (650) 604-3717. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Final delivery to NASA Ames Research Center is requested ten (10) months from date of award. Delivery shall be FOB destination. See delivery schedule section 5.1 of specifications. The DPAS rating for this procurement is DO-C9. Quotations for this procurement are due by February 20, 2002, 4:30 p.m., local time. Quotes may be mailed or sent via overnight delivery to: NASA Ames Research Center, M/S 213-13, Moffett Field, CA 94035-1000. Please ensure that the outside of the envelope is marked with the solicitation number, RFQ2-38061. Quotes must include the following: The solicitation number, FOB destination to Ames Research Center (ARC), proposed delivery schedule, discount payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial terms and be signed and dated by an authorized company representative. Quoters are encouraged to use the Standard Form (SF) 1449, Solicitation/Contract/Order for Commercial Items form. This form can be obtained from via the Internet at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html. Quoters shall provide information as required by FAR 52.212-1, Instructions To Offerors-Commercial Items (Oct 2000). Addenda for this is as follows: Quoter must comply with Veteran's Employment Reporting Requirements. By submission of its offer, the offeror represents that it is subject to reporting requirements of 37 U.S.C. 4212(d)(i.e., the VETS 100 report required by Federal Acquisition Regulation (FAR) clause 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans, (Dec 2001)); it has submitted the most recent report required by 37 U.S.C. 4212(d). If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act-Supplies", the quoter shall so state and shall list the country of origin. The Representations and Certifications are required by FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Dec 2001), these may be obtained from via the Internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps certs/sats/. FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Dec 2001) is applicable. FAR 52.212-5. Addenda to FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. 1) Price: The most advantageous price offered to the Government. 2) Time: Offeror shall provide in their offer a time schedule of their ability to manufacture and deliver the windows by established completion time or sooner. 3) Relevant Experience: Offeror shall describe their capability to provide windows in accordance with the following: Free of striae, mottling, internal stress, cracks, chips and orange peel. Homogeneity to be Grade H1 or better. Color to be clear. Absorption to be 5mm thick. Shall transmit > 99% of incident light between wavelengths 365 nm to 1530 nm. Index of refraction to be 1.50 for wavelengths between 900 nm to 1500 nm. Abbe constant to be 64.17. Maximum size of air bubbles/inclusions to be 0.6 mm. Maximum area of air bubbles/inclusions to be 0.05 mm2 /100 cc of glass. Surface parallelism to be 5 arc seconds or better. Surface finish to be 60-40 per MIL-00-13830. 4) Past performance: Offeror shall provide references of similar or same work. Provide brief description, dollar value, completion time and point of contact. The above factors are listed in order of importance. In your proposal you must provide as much information in regards to the factors to demonstrate your knowledge and ability to accomplish subject project. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Addenda to FAR 52.212-5, Contract Terms And Conditions Required To Implement Statutes Or Executive Orders-Commercial Items (Dec 2001) is as follows: ARC 52.232-93, Submission of Invoices-Fixed Price (Mar 2001) The FAR may be obtained via the Internet at URL:http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirements. Quoters must complete and provide copies of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items (Dec 2001) with their quote. See above URL for obtaining and downloading copies. Questions regarding this solicitation must be submitted in writing (email is acceptable) no later than close of business February 8, 2002. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
