Description
The solicitation is for tax law accuracy shopping (mystery shopping) services at Internal Revenue Service Centers throughout the nation through a firm fixed-price contract. The contractor shall provide the management, supervision, labor, materials, tools, equipment and transportation necessary for mystery shopping services. The contractor shall provide a cadre of shoppers to make anonymous visits to the many Taxpayer Assistance Centers (TACs) (as though they were regular customers) throughout the country serving walk-in customers, to ask tax law questions, and complete a checklist evaluating the accuracy of the answers/responses and the service they received. The contractor will be required to provide shoppers to visit sites in isolated areas on relatively short notice and provide different shoppers to a single TAC over time to preserve the shoppers' anonymity and the integrity of the program. The contractor will collect data, analyze and provide results to managers and staff in field offices with respect to accuracy of answers to tax questions, courtesy and professionalism of TAC staff. The contractor will also quality review shopper checksheet results prior to providing to the Internal Revenue Service. The overall goal of this requirement is to provide meaningful feedback to managers and staff in those field offices with respect to the accuracy of answers to tax law questions as well as the courtesy and professionalism of TAC staff. The acquisition will be 100% set-aside for small businesses. Interested parties shall submit bids in accordance with instructions contained in the solicitation. The resultant contract will be a one-time purchase. The solicitation will be posted electronically on or about February 15, 2002. Only sources having relevant contract experience performing similar mystery shopping services that are comparable in complexity will be considered qualified for award.
