Description
The objective of this project shall detail current motorcyclist education and licensing programs in each state. Additionally, selected states shall be identified as having best practices in rider education and licensing programs, or for having successfully and effectively integrated their licensing program into their rider education program. The contractor shall submit a report that describes motorcycle rider education programs in the 47 state-legislated programs and the 3 states that do not have such a program. The report shall also discuss the motorcycle operator licensing practices in all 50 states, including the relationship with the rider education program. In a separate document, the contractor shall highlight selected rider education and licensing programs as those exhibiting characteristics that other states programs may wish to consider. Such characteristics would likely improve the efficiency and effectiveness of the existing programs. The contractor shall submit the detailed states' description and the "best practices" descriptions as separate documents, both suitable for publication. A cost reimbursable type contract is anticipated with a period of performance of twenty (24) months. Electronic copies of this solicitation will be available on the GSA's Electronic Posting System (EPS), located on the Internet at http://www.esp.gov. Requests for paper copies must be in writing to the NHTSA address above. The anticipated issuance date is February 27, 2002.
