Description
THIS IS A MODIFICATION TO THE INITIAL NOTICE POSTED TO THE CBD ON JANUARY 10, 2002. BY ISSUE OF THIS MODIFICATION, THIS PROCUREMENT IS ADVERTISED AS A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. PRESOLICITATION NOTICES ARE BEING SENT TO FIRMS ON THIS AGENCY'S MAILING LIST CONCURRENTLY WITH THE PUBLICATION OF THIS SYNOPSIS. OFFERS ARE SOLICITED ONLY FROM HUBZONE SMALL BUSINESS CONCERNS. OFFERS RECEIVED FROM CONCERNS THAT ARE NOT HUBZONE SMALL BUSINESSES WILL BE REJECTED. THE DUE DATE HAS CHANGED AS A RESULT OF THIS MODIFICATION TO MARCH 5, 2002. PROJECT DETAILS: This project consists of aggregate surface course (3R) on 10.3 kilometers of roadway including an option on 6.4 kilometers for the Kirwin National Wildlife Refuge Roads in Phillips County, Kansas. The estimated price range is between $500,000 and $800,000. Principal work items include: lump sum contractor testing; 10.3 km road reconditioning; 18,0000 metric tons aggregate surface course; 120 m pipe culvert (various); 40 hours equipment operator (various) along with associated signing and traffic control. Option items include: drainage structure survey and staking; contractor testing; aggregate surface course and pipe culvert. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
