Description
The National Oceanic & Atmospheric Admin. (NOAA) has a requirement for the construction of a NOAA wind profiler radar site at a 1 acre site near Austin, TX. Specifications are available to prospective bidders upon request via email or fax. Winning contractor will be required to: provide all construction materials; grade the site for drainage and leveling; construct road with drainage; install 10 concrete footings and piers; install underground conduits and wiring for power, telephone, data lines and other equipment; perform concrete strength testing; provide electrical work; provide and install: extensive lightning protection and grounding system with verified cad-weld joint integrity; install weed barrier; 55 ft by 65 ft by 12 ft high chain link fence and gates. Contractor shall move GFE steel support beams and 12 ea. GFE 40 ft long steel trusses from storage location at or near site and install on concrete piers. Contractor shall level steel, measure and document; provide and install treated wood; install GFE antenna ground screen system and equipment shelter; install (4) GFE Radio Acoustic Sounding Systems (RASS), finish electrical installation; clean site and inspect with Contracting Officer's Technical Representative (COTR); test and document lightning/grounding system; provide all testing documentation; perform deficiency correction; perform second site cleanup after Government testing. Contractor shall be required to provide by e-mail, extensive, dated documentation pictures during all phases of construction and an extensive "as-built" drawing in AutoCAD 2000 or compatible format by e-mail upon completion of work. Technical merit as well as price will be used to evaluate offers. As the technical merit becomes more equal , price becomes a greater factor. Procurements under Simplified Acquisition Procedures ($25,000-$100,000) are set-aside for small business unless small business cannot meet the need at a reasonable price.
