Description
NOTE: DLA PAPER COPY OF THIS SOLICITATION WILL NOT BE AVAILABLE TO REQUESTORS. THIS REQEST FOR PROPOSAL WILL RESULT IN AN AWARD OF AN INDEFINITE QUANTITY CONTRACT (IQC), WHICH WILL INCLUDE A BASE YEAR AND FOUR (4) OPTION YEARS. THE REQUESTED DELIVERY SCHEDULE IS 186 ARO, FOR DEST. INSPECTION/ACCEPTANCE: ORGIN. ABVS APPLIES AND THE FINAL CONTRACT AWARD DECISION MAY BE BASED UPON A COMBINATION OF PRICE, PAST PERFORMANCE AND OTHER EVALUATION FACTORS AS DESCRIBED IN THE SOLICITATION. PLEASE PAY SPECIAL ATTENTION TO CLAUSES 52.216-18(I66); 52.216-19(I67); 52.216-22(I171); 52-219-9G08(I91); AND 52.217-9G15(I92BA). SOLICITATION IS FOR NSN 1560-00-340-9516, HINGE, STABILIZER. THIS SOFTWARE IS AVAILABLE FREE AT http://www.adobe.com NOTE: A PAPER COPY OF THIS SOLICITATION WILL NOT BE AVAILABLE TO REQUESTORS. THE SOLICITATION ISSUED DATE IS 4 FEB 2002. SURGE AND SUSTAINMENT (S&A) THE USAF HAS IDENTIFIED THE ABOVE NSN AS A SURGE ITEM. SURGE AND SUSTAINMENT (S&A) CAPABILITY IS DEFINED AS THE ABILITY OF THE CONTRACTOR TO MEET INCREASED QUANTITY/ACCERLERATED DELIVERY REQUIREMENTS, USING SUPPLIER BASE CAPABILITIES, IN SUPPORT OF A BROAD SPECTRUM OF POSSIBLE CONTIGENCIES. THIS ABILITY INCLUDES BOTH A CAPABILITY TO RAMP-UP QUICKLY TO MEET EARLY REQUIREMENTS (I.E., SURGE), AS WELL AS TO SUSTAIN AN INCREASED PACE THROUGHOUT THE CONTINGENCY (S). THE CONTRACTOR SHALL MAINTAIN THE S&S CAPABILITY THROUGHOUT THE LIFE OF THE CONTRACT. THE CONTRACTOR MUST PROVIDE A PRODUCTION SURGE PLAN THAT SPECIFIES HOW SURGE QUANTITIES AND DELIVERY SCHEDULES WILL BE MET. CLAUSE 252.217-7001 (I88G) PROVIDES INFORMATION FOR THE SURGE PLAN. THE SURGE REQUIREMENT WILL BE EVALUATED ON PRICE AND WILL WEIGH SIGNIFICANTLY LESS THAT PAST PERFORMANCE AND PRICE (S) OFFERED FOR THE BASIC AND OPTION YEARS.
