Description
This is a Request for Information (RFI) and/or Sources Sought Synopsis. The Naval Supply Systems Command (NAVSUP) has been tasked with implementing Recovery Audit as set forth in Section 831 of the National Defense Authorization Act for Fiscal Year 2002. NAVSUP is interested in a Recovery Audit approach for a Department of Defense prototype. As part of NAVSUP?s market research, White Papers are requested and follow-up presentations may be requested. White Papers should be five pages or less and include: (1) a recovery audit process for contract overpayments; (2) a list of specific contract terms and data elements necessary to conduct the audit and the reason why each data item is needed; (3) a list of specific pre-payment and post payment data necessary to conduct the audit and the reason why each data item is needed; (4) any and all electronic data requirements; and (5) recovery audit experience in the federal government, state/local government, and private sector. This sources sought announcement does not constitute a commitment, implied or otherwise, to procure any services. The information to be submitted is not expected to be proposals and will be used for planning purposes only. A solicitation is not planned at this time. All data received in response to this sources sought announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside the government. It is not the intent of the government to reimburse vendors for the cost of submitting information in response to this RFI or reimbursing the cost of any subsequent presentation. The White Papers are due by 4:00 P.M. local time on 4 February 2002 and should be submitted electronically to the POC e-mail address or two complete sets of hardcopy materials may be submitted to Code 22B1 of the office address identified elsewhere in this synopsis. Target date for requesting follow-up presentations is 27 February 2002.
