Description
The Naval Undersea Warfare Center Division, Newport intends to procure on a sole source basis from Bair Technologies 1 ea. Virtual Gibbs/Predator CAD/CAM Direct Numerical Control Package with cabling, maintenance and support, installation at NUWC, training for 4 people, and documents and licenses. The Gibbs CAM Package consists of the following: Virtual Gibbs 3D Milling & Turning package which includes Mill Module, Lathe Module, Exchange Option, Advanced Mill Option, Solids Import Option, SolidSurfacer Option, 2 Library Post Processor (up to 3-axis); Virtual Gibbs Solids Import Milling & Turning Package which includes Mill Module, Lathe Module, Exchange Option, Advanced Mill Option, Solids Import Option, 2 Library Post Processor (up to 3-axis); Virtual Gibbs Milling Package which includes Mill Module, Exchange Option, 1 Library Post Processor (up to 3-axis); Virtual Gibbs Wire-EDM Package includes Wire-EDM Module, Exchange Option, 1 Post Processor. Maintenance to include one full year of updates to purchased software, unlimited technical support and Gibbs Internet access. Cutdata has over 71,000 machining recommendations for feeds and speeds for Milling and Turning. Multi-Media CD Training for Gibbs CAM Mill, Advanced Mill, Turn and SolidSurfacer. The Predator DNC Shop Floor Package is a 32-bit DNC system wit support for simultaneous communications (upload, download, etc.) to 256 CNC?s integrated DNC Explorer interface for NC code management, configurability, and Predator Editor. The Optional Predator Desktop includes DNC & CNC Editor and adds integrated support for Network and local printing, E-mail Messaging, Data Collection Integration for MS Access and MS Excel, viewing support for MS Word, Excel, Powerpoint, PDF, RTF, DXF, TIF, JPEG, GIF and other file formats. Station #1 (General Bridgeport Area1 ? 4 machines supported (expandable to 8): PCI-Style Neo-Card and 8 port hub (non-expandable), DNC/4 software maintenance, cabling, installation and training. Station #2 (General Bridgeport Area2 ? 4 machines supported (expandable to 8), PCI-Style Neo-Card and 8 port hub (non-expandable), DNC/4, software maintenance, installation and training. Station #3,4,5,6,7,8,9 (Individual Machines Area ? 7 Individual Machines Supported). NUWC PC?s to be equipped with (1) serial port each for communication, 7 DNC/1, software maintenance, cabling, installation and training. The basis for this sole source procurement is that the Virtual Gibbs system, to be procured from and installed by Bair Technologies, their authorized regional distributor, is the only system that can meet all the requirements. Specifically, a) The system is able to integrate models from SolidWorks, the major CAD program at NUWC; b) The system will fully support the needs of our hearing impaired workers (of which there are 4) by providing an enhanced graphics display for information and machine settings; c) The system provides an extensive machining library as part of the package. Requirements One source supplier for CAM and DNC system to support implementation and bridging two distinct entities. CAM system to offer seamless ?Direct Read? of Solid Works files currently used by NUWC. CAM system to provide definable knowledge based machining with ability to be saved and re-utilized in future tasks. CAM system to automatically produce ?Graphical? Setup Sheets for shop floor, to assist in our flow of work to include hearing-impaired employees. CAM system to be powerful enough to handle the most complex NUWC tasks and range of machines to include yet not limited to, MILL, MILL/TURN, TURN, WIRE EDM. CAM system to provide ?User Definable User Interface? based on the complexity of the job (novice, intermediate, advanced). CAM system with API (Advanced Programming Interface) for NUWC customization. CAM system to provide interactive help and automatic prompting for next user command. CAM system to provide creation of Wire frame geometry, Surface Data and Solid models, with ability to repair solid and heal solids. CAM system Post Processors capable of supporting canned cycles, sub-programs, multiple part cells and to be customized for NUWC format. CAM training class to be provided and the NUWC, Newport, RI facility. CAM Multi-Media Training CD?s to be provided. Complete Direct Numerical Control (DNC) solution to provide for shop floor communications and file management. Including hardware, software, BTR?s, installation, and training to provide for the shop floor machines defined. DNC software to provide drag and drop interface, 256 character file name support, remote request support, background DNC, and file manager support. DNC software to include Computer Numerical Control (CNC) Editor for SHOP FLOOR NC file text and graphical Viewing, Editing, File Compare and Verification. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 2002 January 31 will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Our department no longer issues solicitations or amendments in paper form.
