Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The solicitation number is DAKF06-02-T-0015 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Feder al Acquisition Circular 2001-03. This will be a 100% small business set aside (NAICS: 611620, size standard $5.0M). Responses should be quoted in accordance with the following: CLIN 0001, Quantity = 200 each. Requirement is for an estimated 200 one and one-half hour classes in Kenpo to cover the following: 1) Offensive Hand to Hand Combat. 2) Offensive Hand to Weapon Combat. 3) Offensive Weapon to Weapon Combat. 4) Offensive Physical and Environmental Domination. 5) Offensive Personal Use of Weapons. 6) Sentry Removal, Sentry Kill, and Silent Kill Techniques. 7) Offensive Kidnapping and Anti-Kidnapping Techniques. 8) Offensive Human Anti-Terrorism. Required Instructor Qualifications: 1) Minimum 10th Degree Black Belt in Kenpo, proof of recognized accreditation required. 2) Military background, combat veteran, Special Operations background. 3) Demonstrated ability to teach lethal offensive techniques required to fight, survive and destroy an opponent during Special Operations missions. Training will not be for belt progression, but for offensive practical application. Instructor will normally teach a 1 1/2 hour class each day, from 0630 to 0800, 4 days per week (Monday through Thursday), excluding federal holidays. Class size will not ex ceed 50 students. Classes may be cancelled due to mission requirements with 24 hours notice to the instructor. Government will provide training area and equipment, to include mats and practice dummies. Instructor shall provide personal insurance. Contra ctor shall invoice the government, on a monthly basis, for classes taught. Period of performance: 01 Feb 02 to 31 Jan 03. CLIN 1001, Quantity = 200 each. Option Year One, as above. Period of performance: 01 Feb 03 to 31 Jan 04. CLIN 2001, Quantity = 200 each. Option Year Two, as above. Period of performance: 01 Feb 04 to 31 Jan 05. CLIN 3001, Quantity = 200 each. Option Year Three, as above. Period of performance: 01 Feb 05 to 31 Jan 06. CLIN 4001, Quantity = 200 each. Option Year Four, as above. Period of performance: 01 Feb 06 to 31 Jan 07. Delivery will be to: 10TH SFG(A) S-4, Fort Carson, CO 80913. The provision at FAR 52.212-1 Instructions to Offerors ? Commercial Items and FAR 52.212-4 Contract Terms and Conditions are applicable to this solicitation. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3 Alt I & III Offeror Representations and Certifications ? Commercial Items. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (05/2001) is hereby incorporated by reference. FAR 52.212-2, Evaluat ion--Commercial Items (Jan 1999) is incorporated by reference, with the following addition: The following factors shall be used to evaluate offers, in decreasing order of importance: Instructor Qualifications, Past Performance, Price. Instructor Qualific ations and Past Performance, when combined, are significantly more important than Price.
