Description
General Announcement for Publication of USPS Solicitation Through FreeMarkets, Inc for Pressure Sensitive Labels Approximately $35 million of the USPS annual spend for pressure sensitive labels and items will be sourced through FreeMarkets online global sourcing market. The requirements are for production and delivery of 115 pressure sensitive items, which will be grouped into lots of similar technical characteristics. Formats and Finishing specifications include, paper, die-cut, thermal, linerless, fan-fold, roll, vinyl, barcode-numbered, multiple-part and cut sheet. Printing specifications include offset lithography, flexography, screen-printing, blank-face and single/multiple colors. A solicitation will be issued in February 2002 requiring respondents to submit a technical proposal for evaluation. Respondents must identify the lots on which they wish to offer bids in a reverse auction format. Respondents must justify their capability by specified lot in the technical proposal. The technical evaluation will identify qualified respondents to participate in this reverse auction. Respondents will be required to offer lot pricing for each of two modes of shipping. Mode One is direct-vendor-delivery (DVD) to the end user in all 50 states, including the District of Columbia and Puerto Rico. Mode Two is F.O.B. Destination, USPS Material Distribution Center in Topeka, Kansas. This will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract subject to specific minimum and maximum order quantities for each lot. The term of the award(s) will be five (5) base years with two (2) unpriced one-year options.
