The International Boundary and Water Commission, United States Section, (USIBWC) has a requirement for the furnishing of all labor, materials, equipment, and supervision for the removal, disposal, and replacement of four (4) radial gates. The work also includes the refurbishing of two (2) gate motors and two (2) hoists, the replacement of an automatic gate control system, conductor, and conduits. The project site is located at the International Boundary and Water Commission International Diversion Dam in El Paso, El Paso County, Texas. The dam is part of the Rio Grande Rectification Project and is approximately two (2) miles downstream from the USIBWC American Dam Field Office, 2616 West Paisano Drive, El Paso, Texas, and the American Dam. Part of the work is located in the Republic of Mexico. Work in Mexico is authorized by an international agreement. A firm-fixed price contract will be awarded. The estimated price range of this project is between $250,000.00 and $500,000.00. Tentative dates for issuing and opening of IFB 02-03 are February 11, 2002 and March 20, 2002, respectively. All work is to be completed and ready for use no later than March 1, 2003. Installation of the gates and the electrical work shall be accomplished during the non-irrigation period, October 15, 2002 to February 15, 2003. Plans will be available for inspection at the International Boundary and Water Commission, U.S. Section, 4171 North Mesa, Building C, Suite 206, El Paso, Texas 79902. There is no charge for the bid package. All requests for bid documents must be in writing. No telephone requests shall be accepted. Requests for the bid documents must be sent to the preceding address, Attn: Irma Gurrola. Requests must include business name, point of contact, address, telephone number (include area code), and IFB number. A pre-bid conference and site visit will be held. Attendance is highly recommended. This requirement is a 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 234990, All Other Heavy Construction. The associated small business size standard is $27.5 million in annual average gross receipts for the past three years.
