Description
A sole source procurement in accordance with FAR 6.302-1 is contemplated within 30 days using FAR Part 13 Simplified Acquisition to Honeywell Technology Center, 12001 State Highway 55, Plymouth, MN 55441 (See Numbered Note 22). The contractor will perform a radiometric evaluation of eight (8) Honeywell fabricated resistor arrays at the wafer level using their Vacuum Probe Station. This effort will include Government evaluation assistance and will result in data to ensure that the best BRITE II arrays from a very limited inventory will be selected for mounting in a separate FAR Part 12 contract. All responsible sources may submit an offer. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified herein.
