Description
This unrestricted acquisition includes, but is not limited to, furnishing all labor, materials, equipment, supervision and warranties required for a Fixed-Price/Indefinite Delivery, Indefinite Quantity contract for the maintenance, repair and construction (as provided in the Statement of Work) on real property located at the AFRL Rome Research Site, Rome, NY, its associated sites (with-in 35 miles), and the Defense Accounting and Finance Service-Rome. The work is required in support of Rome Research Site CE, Civil Engineer activities. The jobs will include a wide variety of individual construction tasks, including plumbing, asbestos abatement, electrical and mechanical as identified in the R. S. Means Facility Construction Cost Data. During the contract period, CE will identify construction tasks required to complete each specific job, and Operational Contracting will negotiate and issue individual delivery orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office at Rome Research Site in order to receive delivery orders and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size and complexity. Guaranteed minimum over the life of the contract is the amount of the first delivery order; minimum Delivery Order: $2,500.00, maximum Delivery Order: $500,000.00 and the MAGNITUDE OF CONSTRUCTION is between $1,000,000.00 and $5,000,000.00. The SIC code is:1542, the NAICS code is: 233320, and the small business standard is: $7 million average annual revenue for the previous three years. The average annual value of SABER delivery orders under the current SABER contract at Rome Research Site was $740,000.00, with a range from $15,000.00 to $450,000.00. Any required amendments, letters of clarification and other applicable documents will also be issued electronically. ALL interested sources are responsible for frequent review of the website to ensure that they are kept current on any applicable documents added after the initial RFP is issued. The performance period will be a twelve-month basic year with four twelve-month option years. The proposed contract is being considered is an unrestricted full and open competition. The Government anticipates significant subcontracting activity under the SABER contract. All responsible sources may submit a proposal to the solicitation which shall be considered. The RFP, F30602-02-R-5000, will be released on or about 19 February 2002. A Pre-proposal Conference is scheduled for 5 March 2002. ALL responsible interested sources may submit a proposal to the Contract Specialist NLT 21 March 2002, 2:30 p.m. local time. An Ombudsman has been appointed to hear significant concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Ms. Gail Marsh, (315) 330-1940. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Ms. Linda W. Reed, Deputy Chief, Contracting Division at phone (315) 330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of bids or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The Government reserves the right to cancel this solicitation either before or after the closing date. This procurement shall be awarded under Full and Open Acquisition Procedures through use of a written request for proposal. Funds are not presently available for this contract. Note: In order to receive an award from the solicitation, should one be issued, the successful offeror must be Central Contractor Registered (CCR). The CCR Website is: www.ccr2000.com.
