Description
Television Programming Subscription Service Contract Description The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide either satellite or cable television programming subscription services to Beale AFB government owned buildings. The government will provide access to the government owned fiber optic backbone on Beale AFB for the purpose of distributing the television-programming signal to most of the administrative facilities covered by this subscription contract. This access is granted with the provision that connectivity can only be achieved at the nearest existing splice point on the fiber. No new splices will be allowed. The government will also provide a location on Beale AFB with adequate room for contractor owned equipment. Adequate room will be made available to install the needed dish antennas or head-in system. The government will provide all equipment, filter, cables and supplies or manpower needed to inject the government Access Channel (s) signal. The contractor will furnish, at their expense, all satellite receivers, hardware or cable boxes needed to provide television programming services to government administrative, lodging and public areas at Beale AFB. This will include more than one receiver/cable box per building if needed. The capability must exist to change the channel at each television and to be able to watch different programming at each television at the same time. Satellite contractors will minimize the number of satellite dishes required to provide coverage to Beale AFB areas by using best available technology. NOTE: Residential television programming subscription service is not included in this solicitation. Currently, the cable television infrastructure at the various locations on Beale AFB is owned and operated by an existing commercial cable television provider. Therefore, the prospective television-programming providers must furnish at its own expense necessary infrastructure or use government furnished (GFE) fiber backbone, or a combination of GFE and its own infrastructure to distribute the television-programming signal to all specified facilities. In instances were there is no existing cable infrastructure at a facility requiring television programming, the contractor will provide and install all needed equipment at no additional cost to the government. The Government Access channels will not be required where there is no cable or fiber infrastructure exists. The contractor shall provide a minimum of three tiers of service (1) Government Administrative Basic, (2) Government Lodging and (3) Government Public Viewing areas. Government Administrative Basic service package is required for the "official government" drops. The administrative office areas with a requirement for "official use" requirement for programming service will have the government Basic service Package. Government Basic service package, as the minimum shall include: Six (6) Sacramento Market Local Channels (i.e. ABC, NBC, CBS, UPN, WB, FOX, PBS), Two (2) Dedicated 24 Hour News (i.e. CNN, CNN Headlines, International, Fox News, MS-NBC), One (1) Dedicated 24 Hour Weather Channel, Two (2) Superstations (i.e. WTBS, TNT, WGN, USA, Lifetime), One (1) Family Favorites (i.e. Cartoon Network, Discovery, Discovery Health, The Learning Channel, Family, Animal Planet), One (1) Government Channel (i.e. CSPAN, CSPAN 2, NASA), if technically feasible One (1) Government Access Channel. Estimated requirement is 82 drops in 23 buildings Government lodging service package is required for "official government" lodging facilities. Lodging includes VAQ, VOQ, TLF and dormitory day rooms. Government lodging service package, as a minimum shall include Government Basic service package plus One (1) Dedicated Sports Channel (i.e. ESPN, ESPN2, Fox Sports), Two (2) Dedicated Music Channels (i.e. MTV, BET, VH1, MTV2, CMT, GAC), One (1) Premium Channel (i.e. HBO, HBO Family, HBO Plus, HBO Signature, Showtime, Showtime 2, Cinemax). Estimated requirement is 291 drops in 28 buildings Government public viewing service package is required for "official government" public areas. This includes the Fitness Center, Clinic, Consolidated Officer and Enlisted Club, The Pub and Rod & Gun Club. Government public viewing service package, as the minimum shall include Government Basic service package plus One (1) Dedicated Sports Channel (i.e. ESPN, ESPN2, Fox Sports), One (1) Dedicated Golf Channel, Two (2) Dedicated Music Channels (i.e. MTV, BET, VH1, MTV2, CMT, GAC). Estimated requirement is 48 drops in 12 buildings Government Access Channel If technically feasible, the contractor shall provide, at no additional cost to the government, at least one government access channel on the system for noncommercial use by the government. The system shall be designed and constructed to permit the government to originate programming for the government Access Channel from a single facility on the Base. The contractor shall ensure that the government Access Channel cannot be viewed outside of the Base. A best value contractor will be selected using source selection procedures outlined in FAR Part 15. The deadline for receipts of proposals is tentatively 22 Feb 02. A pre-proposal conference is tentatively scheduled for 15 Feb 02. Questions on the RFP must be submitted to the Contracting Office not later than 18 Feb 02. Past Performance information required by this RFP is due 22 Feb 02.
