Description
In FY02, the Office of the Product Manager- Small Arms at the Tank Automotive and Armaments Command, U.S. Army Armament Research, Development and Engineering Center (TACOM-ARDEC) will issue a Request for Proposal (RFP) for a non- developmental 40mm dud-reducing cartridge. As part of that solicitation, candidate cartridges must meet the 40mm M430A1 performance requirements of MIL- C-50863 and must contain an improved fuze design, compatible with existing U.S. M430A1 cartridge components, and capable of demonstrating better functional reliability than the current M430A1 cartridge when fired at graze angles on soft terrain i.e. snow, mud etc. and better functional reliability at full range. Under that solicitation, potential offerors will be required to submit a quantity of 75 each, complete cartridge bid samples, at his own expense, to the government for required testing. Offerors will have the discretion to submit the bid samples incorporating their proposed fuze design using either their own end-item cartridge or assembled with the current M430/M430A1 cartridge configuration. In either case, the bid samples must function in the 40mm MK-19 Mod 3 Grenade Machine Gun. The subsequent RFP will require demonstration of the success of the final design in the actual M430A1 cartridge in a verification test of 384 rounds. Upon successful verification testing, a quantity of 5120 each, dud reducing M430A1 cartridges will be delivered approximately 12 months after contract award for pre-production qualification testing. If successful, a Type Classification action may result. Offerors responding to the solicitation will be required to submit all requested data and the 75 bid samples within 60 days of the RFP issue. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. Telephone replies are not acceptable. In response to this market survey, please provide information that pertains to your non-developmental item, as well as submitting comments on the acquisition strategy features described above. Replies should be submitted within two(2) weeks to Tony Le Monier at monier@pica.army.mil or US Army TACOM-ARDEC, Center for Contracting and Commerce,AMSTA-AQ-APD,Bldg 10, Picatinny Arsenal, NJ 07806- 5000, (973)724-2774. This announcement constitutes a Request for Information only. Information obtained is for planning purposes only. It does not constitute a Request for Proposal nor is it to be construed as a commitment by the Government.
