NA This solicitation is hereby amended as follows: 1. Attachment 2 and Attachment 3 do not require offerors to input pricing on these attachments. These attachments are only there to assist offerors understand the requirement/CLINS. All CLINS for the base and option year must be priced and submitted as p art of the proposal starting on page 2 of 97 through page 35 of 97. 2. Amendment 6, Question 70, the correct response is as follows: Question: How is a bidder to know what price range the Government is in as it relates to a motivational speaker as they range from $1,000 to a $100,000 plus expenses for a one hour presentation? Is it the bidders choice? Response: The price range for the motivational speaker is NTE $20,000.00 3. The following CLINS are hereby RESERVED. CLIN 0091 and CLIN 1070 4. The following questions were received from industry prior to 10 Jan 2002 and the responses are as folows: 1. Paragraphs numbered 8.1, 8.2, 8.3, 8.4, 8.5 and 8.6 list food and beverage functions that take place during the Conference however, there is no mention within these paragraphs or anyplace else within the RFQ when the Government will provide the guarante e count to the contractor. Please clarify. Response: The contractor has to determine the guarantee count from the number of attendees registered for the conference and then confirms the guarantee count by the number of on-site registrations. Historically, the attendance has been as follows: 2001-1,601 attendees 2000-1,792 attendees 1999-1,739 attendees 2. Is the 72-hour guarantee (for food and beverage) at all hotels and convention centers (excluding weekends) the responsibility of the Contractor or the Government? Response: The contractor is responsible. 3. A) If it is the Contractor, what protection or guarantees does the Government offer the contractor to make sure the correct food count ordered is accurate and that funds from the Conference Fee controlled by the Government are available to pay for it? Example-The meals ordered were for 1500 attendees because that was the number that was pre-registered yet only 1300 showed up; therefore; the conference fees will not cover the ordered food quantities cost. B. What basis would the contractor use as a guid e to know how many to order? Response: A. In the past the government has not offered a guarantee. The Contractor will collect the registration fees to pay for the food. Response: B. Refer to response from question 3.1 above. 4. A. All hotels and convention centers require that food and beverage guarantees accompany a contract of this nature. What food and beverage guarantees is the Government offering with this contract? B. If an offeror can only offer a proposal with a foo d and beverage guarantee associated with it, is the Government willing to accept it? Response: A. The government does not provide food and beverage guarantees. Response: B. In regards to only offering a proposal with a food and beverage guarantee associated with it, No, a food and beverage guarantee will be considered a condition for acceptance of the proposal. Therefore, the government may or may not choose t o negotiate or accept the proposal. 5. Paragraph 3.2 states that the contractor shall arrange for lodging accommodations for a list of specific days and quantities however, fails to mention the government guaranteeing this large number of rooms or agreeing to an attrition clause. It is an i ndustry standard that at the bare minimum, that a group (government) would adhere to an attrition policy, especially for a 10,400 room night contract. Is this something the Government is willing to do, just neglected to mention? Response: The government does not provide lodging guarantees. Historically the attendance has been 2001-1,601 attendees 2000-1,792 attendees 1999-1,739 attendees 6. Item 0074 requests a unit price for 30 booths. But 6.6 states that the COR will not identify who the Exhibition Company will be until 6 months in advance. In order for the Government to get the best possible for the booths and to make sure signage and booth drape match, does the Government not want the same company to do the corporate an d Government exhibits? How can we bid a price to the Government when the Exhibition Company has not yet been determined? Response: Paragraph 6.6 is hereby removed from the solicitation. CLIN 0074 and CLIN 1076 are reserved. 7. Paragraph 6.4 states Rental fees for the Exhibit Hall shall be complimentary to the Government. Please clarify (yes or no will be sufficient) if the Government is requesting that the Contractor (hotel or convention center) provide the space complimenta ry to the Government and then the Government (or its assigns or partners -6.6) will turn around and sell the space for a fee or booth rental to commercial exhibitors? Response: The government is going to share a portion of the space for joint use with NDTA, a National Defense Agency. 8. Is the government asking for exhibit hall space free? Response: yes 9. Is the Government going to take the free exhibit hall space and re-sell the space for a fee or give it to another company or assign to sell for a fee? Response: The government is going to share a portion of the space for joint use with NDTA, a National Defense Association. 10. If the Government receives the space for free, and then either re-sells it for a fee or gives it to another company or assign and they sell it for a fee, is the Government then willing to abide by Industry Standard rules and give the hotel a percentage or a flat fee per booth? Response: No, the government is going to share space for joint use with NDTA to distribute for use by their members. 11. Has the Government re-sold or reassigned the space in which someone has charged a fee to utilize the space or made a profit from it in the past three conferences? Response: No, the government allocated a portion of space to NDTA. 12. A) There are still two items that are called the same thing and appear to be duplicative in nature. For the Base year, Item number 0070 & item number 0091-for option year item number 1073 all are called Name Badges FFP-See Attachment 3, Approximatel y 1600 name badges with attendees name, organization and city/state. Approximately 400 ribbons for special categories of attendees Item number 1070 reads badges for approx. 1600 FFP-name badges w/attendees name, organization and city/state. See Attachmen t 3. Why would you have it twice in addition to separate line items for the ribbons themselves? B) Should we be pricing not only the paper part of the badge, but also the hangtags to hold the paper separately? Item number 0088 and 1071 appear to be for the Ribbons only reading Ribbons FFP-For special categories of attendees. See Attachment 3. Response: A) CLIN 0091 for the base year, which was added in amendment 6, is hereby RESERVED. CLIN 1070 for the option year is hereby RESERVED. 12 B) The Badge consists of the paper and hang tag to comprise one badge.
