- TECHNICAL AND PROGRAMMATIC ADVICE AND ASSISTANCE FOR DARPA International Science and Technology Center (ISTC) Projects. SOL: SS02-10. DUE: N/A. POC: Donald C. Sharkus, Contracting Officer, (703) 696-2383. The Defense Advanced Research Projects Agency (DARPA) intends to enter into contract with Southern Research Institute (SRI), of Birmingham, Alabama, for specialized technical and programmatic advisory and assistance services in support of DARPA's International Science and Technology Center (ISTC) Projects. This contract is the continuation of an on- going effort. The contractor has the knowledge and understanding that makes it uniquely qualified to provide these services. This notice is not a request for competitive proposals. See Note #22.
