- Description
- NASA GRC plans to issue a Request for Quotation (RFQ) for TESTING OF CERAMIC MATRIX COMPOSITES (CMC) AND CMC HYBRID STRUCTURE (CMC/FOAM CORE/PMC). This procurement is being conducted under Simplified Acquisition Procedures, FAR Part 13. The Government intends to acquire a commercial item using FAR Part 12. See Note 26. NASA/GRC intends to purchase these services from Southern Research Institute (SoRI). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements." This effort involves the testing of materials that have planned use in human-rated propulsion systems and the data generated is critical in the mitigation of risks associated with the operation of these systems. Due to the nature of the effort required, SoRI is the only source with the robust capability to generate all requisite test results with demonstrated reliability necessary to enable utilization in the production and operation of these systems. Interested organizations may submit their capabilities and qualifications to perform the effort in writing (e-mail is acceptable) to the identified point of contact not later than 4:30 p.m. local time on January 25, 2002. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after this date or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
