- The U.S. Department of Commerce/National Oceanic and Atmospheric Administration National Ocean Services has a requirement for the production of Electronic Navigational Charts (ENC's) for the National Ocean Service (NOS), Office of Coast Survey (OCS), Marine Chart Division (MCD). ENCs are digital vector nautical charts that conform to the International Hydrographic Organization (IHO) Transfer Standard for Digital Hydrographic Data, Special Publication S-57. They are intended primarily to support marine navigation using Electronic Chart Display and Information Systems, commonly called ECDIS. ENC's may also be used in navigation systems other than ECDIS, known as electronic chart systems (ECS), as well as for base maps in geographic information systems (GIS) used in coastal zone management and other mapping applications. The Contractor shall be required to digitize features from the existing nautical charts to supplement the source-compiled features provided by NOAA. The resulting data sets are then processed into the final S-57 ENC format. The Government anticipates awarding multiple contracts as a result of this solicitation. The period of performance for the contract shall be sixty months. An Indefinite Delivery, Indefinite Quantity contract (s) is anticipated.
