Description
The USDA Forest Service is currently seeking Engineering Services for the inspection of approximately 80 bridges. The professional services needed include the inspection and report preparation and submission as required by the National Bridge Inspection Program. This contract is for one Inspection Cycle (Base Year) with an option to renew for two Inspection Cycles (FY 2004 and FY 2006). The option cycles will be at the Government's election. The contract time for each cycle will be 90 (ninety) calendar days, which includes bridge inspections and receipt of required reports. The Forest Service is soliciting the submission of a Standard Form 254 (Architect/Engineer Related Services Questionnaire) and a Standard Form 255 (Architect/Engineer Related Service for Specific Project). Information from the SF-254 and SF-255 will be evaluated according to "Selection Criteria" that emphasize ability and experience in conducting bridge inspections according to the National Bridge Inspection Program standards. To be considered for this work, a firm must have in its employ an Engineer registered in the state of Mississippi and said Engineer is to be in responsible charge of all work awarded under this contract. The Selection Criteria for bridge inspection services are: (a) Professional qualifications necessary for the satisfactory performance of the required services including the name and relevant experience of the professional Engineer in charge of the work; (b) Professional qualifications necessary for the satisfactory performance of the required services including the names, bridge inspection training, and experience of all personnel including any subcontractors involved in the field inspections, ratings, and appraisals, with the role of each clearly stated; (c) Capacity to accomplish work within the required time; and (d) Past performance on related contracts with Government agencies and private industry in terms of cost control, quality of work, compliance with performance schedules and customer satisfaction. A copy of a previously completed bridge inspection report is also required to be submitted. The bridges to be inspected are located in the following areas of the National Forests in Mississippi: Holly Springs NF - 4; Tombigbee NF - 13; Bienville NF - 13; DeSoto NF - 36; Homochitto NF - 10, and the Delta NF - 4. The actual numbers and locations of the bridges to be inspected may vary due to Forest Service needs and an ongoing bridge replacement program. It is the intent of the Forest Service to award this contract with one agreed upon cost per bridge regardless of location. Each bridge inspection must be conducted in accordance with the National Bridge Inspection Standards. Some of the bridges to be inspected do not meet the length requirements of NBIS, but are to be treated as if they do. Each bridge inspection team leader must meet the qualifications stated in CFR 650.307 as follows: (a) The individual in charge of the organizational unit that has been delegated the responsibilities for bridge inspection, reporting, and inventory shall possess the following minimum qualifications: (1) Be a registered professional engineer; or (2) Be qualified for registration as a professional engineer under the laws of the State; or (3) have a minimum of 10 years experience in bridge inspection assignments in a responsible capacity and have completed a comprehensive training course based on the Bridge Inspector's Training Manual (which may be purchased from the Supt. of Documents, U.S. Government Printing Office, Washington, DC 20402). (b) An individual in charge of a bridge inspection team shall possess the following minimum qualifications: (1) have the qualifications specified in paragraph (a) of this section; or (2) Have a minimum of 5 years experience in bridge inspection assignments in a responsible capacity and have completed a comprehensive training course based on the Bridge Inspector's Training Manual, which has been developed by a joint Federal State task force. (3) Current certification as a Level III or IV Bridge Safety Inspector under the National Society of Professional Engineer's program for National Certification in Engineering Technologies. (NICET) is an alternative acceptable means for establishing that a bridge inspection team leader is qualified. Each inspection report shall, at a minimum, contain the following: Forest Service bridge designation (FS road number and milepost); Narrative description of the bridge (location, district, type, year built, road name, waterway crossed, etc; Narrative description of the inspection procedures; Narrative summary of the inspection results; Channel profile; Narrative discussing additional inspections required, scour susceptibility or problems, and whether yearly inspections are warranted; List of recommenmdations (posting, repairs, maintenance, etc.); Completed Structural Inventory and Appraisal Sheet; Completed bridge inspection form; Labeled color photographs of the bridge taken upstream, downstream, and from each approach; and labeled color photograph of each problem identified during the inspection. An individual inspection report is required for each bridge and two copies of each report shall be furnished. Each copy shall be bound with heavy stock covers and stamped with the seal of the Professional Engineer in charge of the inspection. The SF-254, SF-255, and sample bridge inspection report are due by CLOSE OF BUSINESS (4:30 PM CT), FEBRUARY 18, 2002. Contract negotiations will then be initiated with the top ranked firm, proceeding to the next rated firm if necessary, until a mutually satisfactory agreement is achieved. This procurement is open to both large and small business concerns.
