Description
SMALL BUSINESS SET ASIDE. The Environmental Protection Agency (EPA) has a request for Support for Policy and Regulatory Development. This requirement is to provide support of regulatory and technical projects including the regulatory development for emissions measurement and monitoring (EM&M)issues; compliance monitoring programs and enforcement activity support for EM&M; and permits program support for EM&M. The contractor will provide technical support on EM&M issues in federal rulemaking (e.g., New Source Performance Standards (NSPS), Maximum Achievable Control Technology (MACT), Open Market Trading Rules (OMTR), Acid Rain, Compliance Assurance Monitoring (CAM) and in federal and State Implementation Plans (SIP's). The Contractor will provide technical support in support of agency compliance assurance programs and enforcement activities. This may include activities such as the evaluation of compliance testing, plant surveys and inspections, the evaluation of compliance schedules, and support to Federal regulatory development programs. The Contractor may be asked to conduct seminars and workshops and carry out development and operation of compliance information systems. The Contractor will provide technical support to the EPA in a broad range of activities to support the EM&M permitting required by Titles I, III, IV, and V of the Clean Air Act. The technical support may include activities such as development of Federal permitting requirements, preparation of guidance materials for carrying out these requirements, and review of State permit requirements. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract having a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty months. The contract, which will be awarded as a Small Business Set-Aside, will consist of 10,142 labor hours for each period for a total contract maximum of 50,710 labor hours. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The associated NAICS code is 541620 with a size standard of $5 million in average annual receipts over the preceding three fiscal years. The RFP will be issued approximately 02/15/02, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency.
