Description
GP 4940 - Portable Filter Cart - Solicitation No. N68335-02-R-0008 and All Amendments will NOT be mailed to contractors. 100% Small Business Set-Aside (NAICS 333319). The solicitation will appear on the NAVAIR Homepage located at www.navair.navy.mil "Select Business" then "Doing Business With Us", and "Open Solicitations". This procurement is for a basic quantity of 60 portable filter carts that will be used to reclaim the ethylene glycol-based hydraulic fluid of land-based emergency aircraft arresting gear systems. The cart will essentially be of a hand-truck type outfitted with an electrical motor and pump combination in order to circulate fluid, a fluid strainer, and a fluid polishing filter. The approximate envelope dimensions of the cart will be 18-inches wide by 21-inches deep by 50-inches in height, and the cart shall weigh no more than 150 lbs dry. Also included as part of this procurement are the connecting hoses, motor power cord, various flow indicators and cut-off switches, and rigid pipe sections with quick disconnect fittings for tank filling and fluid transfer. Since the existing arresting gear tanks will be slightly modified to accept the cart filtering process, this procurement also provides for the supply of a basic quantity of 300 tank modification kits, each containing a small quantity of standard pipe fittings and a shutoff valve. Each cart will also be delivered with a simple litmus test kit to test the fluid. The bidders shall have experience in designing similar types of filtering packages. This procurement will be firm fixed price, includes requirements for logistics and technical data, and has provisions for contract options within each of the line items. This requirement shall be fulfilled by supplying "commercial items" (as defined in Section 2.101 of the Federal Acquisition Regulation). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on technical, past experience, past performance and price.
