Description
The proposed contract is a 100% set-aside for small business concerns. For the purpose of this procurement a small business is classified as small if its average annual receipts for its preceding three (3) fiscal years do not exceed $18 million. The North American Industry Classification System (NAICS) applicable to this acquisition is 514210. The primary purpose of this acquisition is to provide computer systems analysis, programming, data management, data analysis, statistical reporting, and documentation services for research efforts primarily or secondarily conducted by 2 Programs of the Division of Cancer Control and Population Sciences (DCCPS). These are the Applied Research Program (currently 34% of the total) and the Surveillance Research Program (currently 60% of the total), with a smaller portion (currently 6% of the total) supporting the remaining Programs or overall project management. There are 9 areas of support required are; 1. Project Management, 2. Delivery Services, 3. Analytical Support, 4. Systems Development, 5. Data Management and Maintenance, 6. Publication Support, 7. Computing Infrastructure Maintenance and Support, 8. Statistical Methodology and Programming Support, and 9. WWW Development. A reading room containing reference materials pertinent to this procurement will be made available. Offerors must demonstrate the ability to be available within 4 hours notice for meetings and receipt and deliverable of data, reports, and documents to the National Cancer Institute, Executive Plaza North, Bethesda, MD 20892. This announcement represents re-competition of a contract currently being performed by Information Management Services, Inc. of Silver Spring, Maryland.
