- Description
- The U.S. Department of Agriculture, Food and Nutrition Service (FNS), intends to negotiate a sole source contract with Alta Systems Inc. to review and repackage existing IPAS support documentation in terms of subsequent capital planning documentation requirements as defined by the USDA Office of the Chief Information Officer (OCIO) and the Office of Management and Budget. The focus of the effort will be to develop documentation as required by the Pre-Select and Select phases of the USDA Capital and Investment Control (CPIC) process as defined in the CPIC guide issued in April 2001 by the OCIO. FNS has determined the methodology to be proprietary. This is not a new effort but a continuation of an existing process, relying on the knowledge and experience that the contractor gained from their initial development of the justification materials. This is a sole source procurement under the authority of 41 USC 253 (c) (1), and is not a request for competitive proposals. However, responses received from other qualified sources prior to close of business January 31, 2002 will be evaluated.
