- This procurement is unrestricted; All responsible sources may submit an offer, which will be considered. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Additionally, the proposed requirement falls under the purview of FAR 13.5 ? Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation Number M00146-02-Q-9015 applies and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and Defense Acquisition Circular 91-27. The North American Industry Classification System Code is 333611 and the business size standard is 1000 employees.
