Description
The Bureau of Reclamation (BOR) has a requirement for the design, manufacture and packaging of commendatory coins utilizing excess Hoover Dam Power Plant copper. Objectives of the work are to create a series of copper medallions reflecting Hoover Dam themes. A maximum of five basic themes will be featured, one each produced annually, with each theme featured on 10,000 coins. One side of all issues will feature Hoover Dam; the second theme side will vary each year. The successful contractor is required to produce 10,000 two-sided commendatory coins per contract year. Coins will be 1-1/2" in diameter x 0.125" in thickness. Each coin will contain approximately 3/4 ounce of government-furnished industrial grade copper. Hoover Dam's supplied copper will be incorporated into a band around the coin. Contractor shall furnish the metal alloy required to complete the coin which will be used in conjunction with the 3/4 ounce of government-furnished copper. Contractor-furnished alloy will highlight Hoover Dam copper. Contractor shall produce tool, die and art for a highly detailed, mirrored 3-D sculpted proof quality design on both sides and for each theme set. Packaging requirements include furnishing 10,000 clear plastic protective casings (one for each coin); 2,000 custom manufactured coin holders designed to hold up to five coins. Holder will fit inside jewelry box; 2,000 high-end felt jewelry boxes designed to contain a certificate of authenticity with gold foil copy imprinted with either the "Gold Room" history or the certificate of authenticity (text will be provided by government). After contract award but prior to production, Contractor shall submit a coin sample with proof quality, mirrored 2-D etched design; a sample of the Jewel box, custom coin holder, and certificate of authenticity for government approval. The Government will furnish: (1) Industrial-grade copper which will be shipped to Contractor's smelter. Copper is contained in sheets approximately 7-1/2 feet x 3 feet, 1/8-inch in thickness. Copper can be cut for shipping if required. (2) Art copy and layout for each side of each set of coins. (3) Wording, copy and layout of Certificate of Authenticity. (4) Wording, copy and layout of "Gold Room" history. The contract will contain a base year schedule and four option years. Proposals will be evaluated on a best value basis, with price and technical factors considered. This solicitation is unrestricted (full and open competition). For this acquisition the NAICS codes are 323119 and 332999 and the small business size standard is 500 employees. A Request for Proposals will be issue on approximately February 15, 2002, with proposals being due approximately 30 calendar days later. No documents will be available until the solicitation is issued. There is no charge for one paper copy of the solicitation.
