- NA This is a pre-solicitation notice for upcoming solicitation leading to award of a service contract for an administrator to develop, continue, and administer the Cooperative Approved Tire Program for the U.S. Army Tank-automotive and Armaments Command (TACO M). The Cooperative Approved Tire Program makes available to government agencies (federal/state/local) and non-government entities, lists of tires tested and approved by an independent tire test facility in cooperation with leading Tire and Retread Industry As sociations. These tires are for passenger cars, pursuit and emergency high speed tires, light truck tires, medium and heavy truck/bus tires, and special application tires. The administrator for the Cooperative Approved Tire Program will be required to: 1) update the current approved tire lists; 2) notify companies when the approval of their tire will expire; 3) remove/add tires as appropriate; 4) perform market research to identify new sources; 5) contract with independent tire test facility for testing of tires offered by tire manufacturers; 6) coordinate with tire test facility and tire manufacturer for the delivery of tires to the tire test facility and scheduling of the testing; 7) notify industry and TACOM of test results; 8) update the tire lists; 9) attend quarterly status meetings at TACOM; 10) interface with industry; 11) attend tire and rubber manufacturer association meetings. The administrator must have a background in tire management experience, new and retread tire selection, new and retread qualification testing, retread tire facility quality audits. The administrator must have experience with tire technical specifications, standards, and scopes of work. We will use source selection procedures to select that offeror whose proposal represents to the Best Value to the government. The resultant contract will be for one base year with four one-year options. We expect to issue a solicitation in early February 2002 with award of a contract expected by April 2002. We plan to issue a draft scope of work for industry comment prior to issuing the final solicitation.
